The Turkic Judicial Training Network (TJTN) refers to the network of Turkic judicial institutions which provide training for judges, prosecutors, and candidate/assistant judges and prosecutors in the Member States of the Organization of Turkic States (OTS).

TJTN aims to facilitate cooperation and coordination among Participants and Observers in the fields of judicial and legal training. 

Based on common language, historical ties, culture and traditions, and considering the common legal and judicial values and principles, and the need to follow-up and strengthen existing cooperation in legal and judicial fields, TJTN was founded on 12 December 2022 in Istanbul.

Judicial training institutions from Azerbaijan, Kazakhstan, Kyrgyzstan and Uzbekistan participated in the meeting held in Ankara and founding principles for the establishment of TJTN were set.

The 8th Summit of the Organisation of Turkic States was held in Istanbul. For the first time, in the final declaration a provision on establishing cooperation in the field of judiciary was provided.

In the final declaration of the 9th Summit of the Organisation of Turkic States held in Samarkand, cooperation in the field of judiciary was reiterated.

TJTN was founded with the participation of representatives of judicial training institutions from Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan and Hungary at the ceremony held in Istanbul.

Legal Basis

  • Paragraphs 4, 8 and 11 of Article 2 of the Nakhchivan Agreement on the Establishment of the Cooperation Council of Turkic Speaking States signed on 3 October 2009, 
  • The decisions taken at the TJTN preliminary meeting held in Ankara on 5 October 2021,
  • Article 21 of the Declaration adopted by the Organization of Turkic States Summit held in Istanbul on 12 November 2021.

Forms of Cooperation

Possible forms of cooperation among the Participants through the TJTN are;

  • Exchanging information on best practices and research in the field of legal and judicial training.
  • Organizing exchange programs for trainers, judges, prosecutors and candidate/assistant judges and prosecutors among the Participants,
  • Organizing conferences, seminars, Kurultai and joint training.

 

Organization and Decision-Making

The TJTN has endeavoured to establish a flexible mechanism in its working and decision-making procedures.

The TJTN convenes annually with the participation of the senior executives or representatives of each Participant. 

The host Participant of an annual TJTN meeting is determined according to the English alphabetical order of the Member States of the Organization of Turkic States. 

In the decision-making processes of the TJTN, the Member States of the Organization of Turkic States each have the right to cast only one vote.

The quorum of the TJTN annual meetings is two-thirds of all Member States of the Organization of Turkic States and the quorum of decision in the meetings is the absolute majority of the Member States of the Organization of Turkic States in the meeting.
